Why the deposit system drives the standard
UK deposits are held in a government-approved tenancy deposit scheme. When a landlord proposes a deduction for cleaning, the evidence used is the check-in inventory compared against the check-out report. - No cobwebs, dust on light fittings, or marks on switch plates.
Scope, exclusions and protecting your margin
Write exclusions into every quote: rubbish removal, garden and garage areas, exterior windows, mould treatment, and properties left with belongings still in them. These are the items that turn a profitable job into a nine-hour day.
Price on inspection or on a clear property description, and state that the price assumes the property is empty and utilities are connected. No hot water or no electricity should trigger a re-quote, not a heroic effort.
Re-clean guarantees
Most agents expect a re-clean guarantee for a set window after the check-out report. Offer one, but bound it: the guarantee covers items listed in the clerk's report, within a stated number of days, on a property that has remained empty.
An unbounded guarantee is an invitation to return to a property that has since been occupied.

Agents do not switch suppliers for price. They switch for reliability, because a failed clean delays a move-in and puts their relationship with a landlord at risk.
